Request for Proposals (RFP) For Design/Build Firms for Net Zero Energy Homes

Restore Neighborhoods LA, Inc. (RNLA) is seeking proposals from contractors/firms to design and build net-zero energy homes on RNLA-owned vacant lots in South Los Angeles and the San Fernando Valley. Over a two-year period, RNLA may make up to 24 vacant lots available for the construction of net-zero energy houses. The selected firm(s) will be responsible for designing and building a prototypical home that contributes to environmental balance, maximizes energy efficiency, reduces ecological impact, and successfully integrates sustainable concepts with housing affordability. These homes may be of modular or stick-built construction. Homes must also meet all required local building standards and code requirements, must be replicable in Los Angeles neighborhoods with different architectural styles.

RNLA is a not-for-profit corporation formed in 2009 as part of the City of Los Angeles's Neighborhood Stabilization Program. RNLA's primary objective is to acquire, rehabilitate, and sell formerly foreclosed and abandoned single family and multi-unit residential properties in South Los Angeles and the San Fernando Valley. RNLA encourages all interested parties, particularly MBE, WBE, OBE and DBE companies, to respond to the RFP. The RFP and Application Form are posted on RNLA's website listed below. The Firm shall provide professional architectural and engineering design services for the remodel of various DMV facilities in Southern California. The responsible party shall be an architect or engineer licensed to practice in the State of California (CA) and all work shall be performed under and approved by a licensed design professional.

The services may include studies, program confirmation, geotechnical testing, surveying, master planning, preliminary plans, construction documents, cost estimates, bidding support, and construction support.

This is a multi-year, multi-site program with construction costs ranging from approximately $500,000 - $1,500,000 per site.

  • CRA/LA Seeks Partners for CleanTech Manufacturing Center Established and Newly Emerging Firms Sought for Clean Energy Opportunities Downtown

Los Angeles — The Community Redevelopment Agency of the City of Los Angeles (CRA/LA) has issued a public Request for Proposals (RFP) for the development of a 20-acre CleanTech Manufacturing Center to create an industrial development characterized by quality employment opportunities, sustainability, and innovation in manufacturing for the 21st century.

“Our goal is to develop a state-of-the-art industrial complex engaged in the sustainable manufacturing and the development of clean technologies and products while also driving economic engines in the area through job creation,” said Christine Essel, CEO of the CRA/LA.

The RFP invites qualified cleantech industrial users and traditional development teams to submit their conceptual development proposals, qualifications, business and financing plans for the CleanTech Manufacturing Center site with construction set to begin in 2013.

Targeted job creation qualifications include providing a minimum of 100 net new employment opportunities, specifically in the local residential area, at wage rates above the Living Wage, for a minimum of five years, with an overall target total of 250 jobs by year 5.

Firms locating to the Center, which is part of the CRA/LA’s Central Industrial Redevelopment Project Area and a California State Enterprise Zone, will have access to city and state financial incentives including the City’s Department of Water and Power energy programs and rebates, significant employment and investment tax credits, permit expediting assistance, and workforce recruitment and training. In addition, occupants may qualify for favorable ground-lease terms, New Market Tax Credits, infrastructure grants and low interest CRA/LA loans.

While the preferred option for CRA/LA is to convey the entire 20 acre site, CRA/LA will consider submissions for a portion of the site, as long as the repayment requirement of the CRA/LA’s $15 million acquisition note is met.

Prior to acquiring the site from the State of California in 2008, CRA/LA conducted extensive cleanup and remediation of the Site, formerly known as the Crown Coach Brownfield Demonstration Site. Under the terms and conditions of an environmental oversight agreement with the California Department of Toxic Substances Control (DTSC), the Project development parcels have been cleared by regulatory agencies for immediate development.
