Permit Streamlining: The phrase resonates with many: architects, engineers, business leaders, developers, contractors, politicians, and civic leaders.

If the permitting process itself was considered through the lens of design problem solving, what kind of innovations might come forward? Particularly compelling In these turbulent and uncertain times, the potential benefits of streamlining can be wide and deep:
• Civic Leaders achieve increased economic activity and community investment
• The public is served by buildings that meet today’s high level of performance and design standards in energy, sustainability, and aesthetics
• Businesses get on with their business sooner and save time and money
• Design Professionals and all those involved in the creation and support of the built environment work more efficiently

This program will review research of the Streamline Institute in the landscape of effective streamlining across the country, referencing a variety of case study examples. This will be followed by a closer look at the PASS program in use at 18 northern California jurisdictions that has been found to save of to 70% in time and effort on both sides of the counter – for plan reviewers, as well as design professionals – all without changing roles, shifting responsibility, or increasing risk or liability.

There will be a general discussion on approaches that might contribute to increasing permitting efficiency and effectiveness in the jurisdictions that attendees work in. Design professionals can shift the permitting landscape for the betterment of the community at large.

Learning Objectives:

1 Evaluate various permit streamlining strategies for effectiveness in light of the myriad technical issues and professional responsibilities that design professionals must balance in the design process.
2 Explore options that can improve cooperation and dialogue between plan review professionals and design professionals to reduce timelines while also increasing code conformance.
3 Learn about methods that architects have used to catalyze increased consistency, transparency and customer service at multiple building jurisdictions in a region with resulting benefit to community economic development and the public welfare.
4 Consider how design professionals can engage as partners in the regulatory arena in which architects work, streamlining plan review processes while enhancing protection of public health, safety and welfare.

Michael F. Malinowski, FAIA – President, Applied Architecture Inc

Michael F. Malinowski FAIA is founder and president of the Streamline Institute, a 501c3 non profit that manages the PASS program and that is engaged in research and development to increase regulatory efficiency and effectiveness. He is also a practicing architect, principal of Applied Architecture in Sacramento, California. Mike presently serves AIACA as consulting Government Relations Liason focusing on Codes and Standards and on AIACA Citizen Architect and COTE committees. He serves AIA national as a member of the Center for Leadership Committee and is working on a toolkit for AIA Components for local streamlining; and as an ICC IEBC Code Development member. Mike was 2016 President of the 11,000 member AIA California Council, a member of the AIA National Code and Standards Committee and on the national AIA Board. Mike’s history of public pro-bono service includes service as Chair of Sacramento’s Development Oversight Commission, which helped moved the City from dead last to number one in regional permit customer surveys.

Robert Crawford, AIA, NCARB, LEED AP BD+C, WELL AP, EDAC – Associate | Architect, SmithGroup (CHAIR)

Robert Crawford is involved with the Building Performance and Regulations Committee aiming to positively impact the wellness of occupants and energy efficiency of buildings. He is an experienced practicing architect with an interest in using recent technological advancements to inform and create human-experience-centric, environmentally conscientious, and socially just projects.

Crawford is an Associate at SmithGroup in Los Angeles where he has been recognized by ENR California as a Top 20 Under 40 design and construction professional. Prior to SmithGroup, he previously worked for Shigeru Ban Architects, wHY Architecture, and Michael Maltzan Architects. Robert has lectured in the US and abroad. His work has won multiple awards and been published in leading journals.

Robert holds a Bachelor of Arts and a Bachelor of Architecture from Rice University where he was the recipient of the William Ward Watkin Traveling Fellowship for best senior architecture project.

Zinayda Reyes, AIA, NCARB – Project Architect, Ware Malcomb (Vice-Chair/Chair-elect)

Zinayda Reyes, AIA, is a licensed architect based in the Los Angeles area. She earned a Bachelor’s Degree in Architecture from Cal Poly Pomona, and completed her 4th year at the International Program in Florence, Italy. Throughout her career, she has worked in the planning, design and construction of a variety of architectural typologies, consisting of residential, commercial, mixed use and historical renovations and rehabilitations. Her work has emphasized code analysis and interpretation, materials and systems research, document control, and construction administration. Zinayda’s main interests are building performance, user-centered design, and accessibility-compliance. She also inspires others in her professional life, by mentoring recent graduates and by teaching architecture to new generations of students. She has taught architecture at the Art Center for Kids program in Pasadena, CA. Born and raised in El Salvador, her interests are influenced by the needs she has observed in her community, and by the social consciousness acquired both during her youth and in her experiences in the greater-LA community. In addition to being an AIA member, she holds an NCARB certificate, and is actively involved with the International Code Council, Los Angeles Chapter.
