Vince Bertoni is the Director of Planning for the City of Los Angeles. With over 30 years of professional planning experience, Vince leads the largest city planning department in the nation. He is charged with developing policies that shape the future of the City and guide development decisions for a diverse and dynamic metropolis of over 4 million people. Prior to arriving in Los Angeles, Vince was the Director of Planning and Community Development for the City of Pasadena where he successfully managed Pasadena’s city planning program through a General Plan update.
Simon Ha, AIA

Simon Ha is a Partner at Steinberg Hart, an international architecture, planning and interiors practice with a deep expertise in urban mixed-use, residential, hospitality, higher education, arts and culture, government, and civic projects. As the leader of Steinberg Hart’s Development practice, Simon plays a key role in the firm’s innovative housing, mixed-use and hospitality projects across the nation. With over 20 years of experience in urban housing and mixed-use design, Simon has delivered over 5,000 units of housing in collaboration with the nation’s top developers to create communities that enhance lives. He establishes collaborative relationships with his clients to make a positive impact on our communities, cities, and urban environments. Simon is an engaged community leader. He serves as the Chairman Emeritus on the Skid Row Housing Trust Board and member of Planning and Land Use Committee for Downtown LA Neighborhood Council. He is active on various boards and committees including Central City Association, Downtown Center Business Improvement District, City of LA’s Zoning Advisory Committee and General Plan Housing Element Taskforce. He is a widely recognized thought leader and frequent speaker on innovative housing design, advocacy, and policy, and has been a member of the AIA National Housing Knowledge Community since 2014, where he served as the Chair and participant at UN Habitat and World Urban Forum.
Rochelle Mills
President and CEO, Innovative Housing
Rochelle Mills is President and CEO of Innovative Housing Opportunities (IHO) where she is responsible for implementing the nonprofit’s vision and expanding its portfolio of high-quality affordable housing. Since joining IHO, she has helped grow the organization from a single-asset entity to an award-winning developer with projects throughout Southern California. Prior to IHO, she and her husband founded mills studio and architours. Their high-end designs, tours, and symposia were featured on HGTV, FineLiving, and other media outlets and recognized internationally. Ms. Mills’ was appointed to the South Los Angeles Area Planning Commission, the Crenshaw Community Design Review Board, and the California Cultural Tourism Advisory Committee. She is past President of the Association of Women in Architecture (now AWA+D) and Southern California Association of NonProfit Housing (SCANPH). She currently serves on the California Association of Local Housing Finance Agencies, Black Developers Forum of CA, and Arts for LA. Ms. Mills was recognized by the California State Senate and City of Anaheim for her leadership in affordable housing and is the recipient of CREW OC 2019 SPIRE Awards Top Woman in CRE and a Bisnow 2022 SoCal Power Woman.
Dave Intner, AIA, CEM, LEED AP
Senior Advisor, Building Decarbonization and Energy Codes & Standards, Southern California Edison
Dave Intner, with Southern California Edison’s Building Electrification and Codes & Standards team, is a Licensed Architect, LEED AP and Certified Energy Manager. A graduate of Cal Poly SLO, Dave provides education and outreach supporting Building Decarbonization and Energy Code Compliance Improvement. Dave has 28 years of professional experience split between architectural practice and utility program delivery. Dave serves on the statewide AIA Committee on the Environment, the Central Coast Green Building Council board, and was a voting member on the LEED Energy and Atmosphere Technical Advisory Group (EA-TAG). He is a Past President of the AIA Ventura County, and recently termed off the board of directors of USGBC Los Angeles.
