Please join us for a roundtable discussion and presentation by LADBS regarding the development of an online plan check system (eplan) via the BUILD LA web portal.
The Los Angeles Department of Building and Safety (LADBS) is developing a system for online plan submittal and plan check. In this meeting, LADBS will discuss the progress of this effort and the upcoming pilot program and ask for input from architects and designers.
This forum will serve as a chance to learn more about electronic plan check and to share ideas and recommendations for how LADBS can improve the service as it rolls out.

Osama Younan – Executive Officer, Los Angeles Department of Building and Safety
Osama Younan is an Executive Officer in the City of Los Angeles Department of Building and Safety (LADBS). He developed the Department’s Green Building Division to implement the Los Angeles Green Building Code. Osama Younan is a licensed Mechanical Engineer with the State of California and a LEED Accredited Professional with the U.S. Green Building Council. Osama Younan serves as the Chair of the Green Building Committee for the Los Angeles Basin Chapter which represents eighty-nine jurisdictions in Southern California, he serves on the Green Building Code Advisory Committee for the California Building Standards Commission that provides recommendations regarding the development of the CALGreen Code, and he serves on the ASHREA Standard 189.1 Committee “Standard for the Design of High-Performance Green Buildings”.
Department Service Enhancements: Electronic Review Plan (ePlan)
In June 2017, LADBS launched the ePlan pilot program with the Department’s Soft Story Retrofit Program. ePlan is a fast and easy way to electronically pay and submit plans for review, markup, and approval by LADBS; allowing customer to save on printing costs and travel time to a City facility. With fewer customers visiting our public counters, City staff and customers alike will see a reduction in wait times, allowing for increased efficiency in our customer service.
The Department will expand the ePlan program to other types of plan checks, including some over-the-counter tenant improvements and fire sprinklers by the end of November 2017; and will continue to expand until all types of construction project plans can be processed through ePlan. This new application is yet another way LADBS offers its customers the ability to build safe, well and fast.
